About Izdihar Index
The Izdihar Index, which means ‘Prosperity’ in Arabic, is the core instrument of the Free Zone of the Future (FZF) Program recently launched by the World Free Zones Organisation (World FZO) – a Global Initiative for Local Prosperity.
The Izdihar Index is a tool that empowers any Free Zone, regardless of its type, size or scope, to fully realize their business potential. It helps Free Zones identify areas of weakness within their operational structure and measure how far their peak performance stands. The Index offers methods to chart a course towards that peak performance and turn it into a Free Zone’s standard operational practice.
- The Izdihar Index monitors 45 indicators of progress annually to place every Free Zone on a Maturity Curve, a 5-stage graphical representation of a Free Zone’s performance relative to its peak mature potential. The indicators are qualitative, measuring a Free Zone’s achievement in given fields every year. These indicators are used to tailor consultancy mandates for each Free Zone to progress on their journey to Free Zone of the Future status, at the very top of the Maturity Curve.
- The Izdihar Index, as the core instrument of the Free Zone of the Future Program, aims to enhance Free Zones' global contribution to economic prosperity and social development by fostering best practices, sharing industry knowledge and supporting clean trade policies.
Our Process
The following steps will let your free zone begin the process of participating in the Izdihar Index to become a fully mature, optimally performing free zone – a Free Zone of the Future.
Registration
Fill in preliminary details so that we can include your free zone in our database of participating partners.- Complete and review the simple form.
- Submit your details.
- Receive a confirmation email with a link to take part in the Business Excellence and Economic Contribution (BEEC) survey, along with login details for the whole process.
BEEC survey
The Business Excellence and Economic Contribution (BEEC) survey is made up of 8 data sections that together serve as a baseline for operational performance. The survey is separate from the Izdihar Index, which is the next step in the process.-

Izdihar Index assessment
The Izdihar Index tracks 45 qualitative indicators of a free zone’s operations. Those metrics are self-assessed, confirmed using uploaded documentation to be verified by the World FZO”- Complete the 45 qualitative self-assessment indicators.
- Upload applicable supporting documentation.
- Submit survey results for validation.
Evaluation and Maturity Curve
Vetted, expert judges selected by the Wold FZO will evaluate supporting documents uploaded to corroborate the self-assessment submissions.The final result and Izdihar Index score will be used to place your free zone on a Maturity Curve to show where it currently stands relative to its full operational potential.- Submission reviewed and validated by judges.

Free Zone of the Future certification
Awards and certificates will be given for every improvement in the 45 indicators over time. When all the indicators across all three dimensions of the Index have been certified, your free zone will have achieved Free Zone of the Future status:- Repeat annual survey to demonstrate improvements.
